RSA Inspection Services

What a Colorado RSA inspection involves — and how EVICO performs it.

Colorado’s retail EV charging requirements call for field-based inspection and placed-in-service work performed by a qualified party using specialized metering equipment. Here’s what that process includes at a high level, and how EVICO approaches it in the field.

What It Is

An RSA inspection verifies that a charger measures and sells energy accurately.

Under Colorado’s retail EV charging requirements, publicly accessible charging that bills by the kilowatt-hour must be evaluated and placed into service by a Registered Service Agency. The purpose is consumer protection and marketplace accuracy: confirming that the energy a driver pays for is the energy they actually receive, that the equipment is properly labeled and identified, and that pricing is displayed correctly. It is a field-based, technical process — not a paperwork exercise — and it relies on specialized, heavy-duty metering equipment to verify measurement accuracy to the required standard.

What an Inspection Covers

What EVICO evaluates in the field.

At a high level, a placed-in-service inspection confirms a charging station meets the accuracy, labeling, and display standards required for retail operation.

Metrological accuracy — verifying delivered energy is measured correctly
Energy delivery and measurement under load
Equipment labeling and identification
Owner and operator contact information display
Point-of-sale pricing and unit-price display
Transaction accuracy — energy, fees, and totals
Placed-in-service documentation for the Division
Prove-and-seal verification of the device
Ongoing five-year re-verification cycle

This is a high-level overview. The exact scope for any site depends on charger type, configuration, and how energy is billed.

How EVICO Performs It

A field-based process built around accurate measurement.

RSA inspection is a technical, hands-on process. EVICO performs it on-site using specialized, heavy-duty metering equipment capable of verifying a charger’s measurement accuracy to the standard the regulation requires.

On-site evaluation of each charging port and connector
Accuracy verification using specialized metering equipment
Verification of labeling, identification, and pricing display
Completion of placed-in-service documentation
Identification of any corrective work needed to pass
Coordination of re-verification on the required cycle
Why It Matters

Accurate measurement protects your operation and your customers.

A charger that measures or displays energy incorrectly creates exposure — for the driver who overpays, and for the operator who falls out of compliance. Equipment that does not meet the standard can ultimately be taken out of service. A proper inspection confirms your equipment is accurate, identified, and operating the way it should, with the documentation to prove it. EVICO performs this work so your sites are verified correctly the first time.

Getting Started

From request to verified site.

Step 01
Request a Proposal

Tell us about your sites, charger types, and port counts. EVICO confirms eligibility and the scope of inspection work needed.

Step 02
Field Inspection

EVICO performs the inspection on-site with specialized metering equipment, verifying accuracy, labeling, and display.

Step 03
Documentation & Sealing

EVICO completes placed-in-service documentation and prove-and-seal verification, with any corrective work scoped in a proposal.
